What are the best tools for art?

I want to start drawing more than once a year, possibly sprite and pixel art as well. What are the best tools for mobile? I recently grabbed a stylus, and now that I have one, I think drawing is somewhat do-able by me. Also, any art tips and what-not?

I regret to inform you that the art section is dead, so you probably won't find much help here.
As for what programs are best; the best advice I can offer you is to try a whole bunch and see which ones fit your personal liking the most. How everyone approaches drawings and what sort of tools and enviroment they need differs from person to person, so try to find one that suits your needs.
