If there's no where else to post it you can bump it.

And when would this rule apply? You can always make a new topic in the same forum

Yeah but people would be mad at you and say there was a topic for it. And if you bump the topic people will be mad at you for bumping.

Provide an example please, since I can't think of many instances where this would be necessary

That's basically what I just said.

No I just never came back to this. Cleod I can't honestly think of one right now, but I remember a few instances where this rule wouldv'e applied nicely.

That doesn't need to be said. It's common sense. Anyone who cries about you bumping a topic should get a warning for spamming. If you weren't supposed to bump the topic, or there wasn't a reason to, you'll get a warning, AND whoever complained about it in the topic.

They're still breaking the rules by spamming if they're complaining about it.

Say if the "funny pictures" topic wasn't stickyed, and you have a funny picture you wanna post. If you make a new topic, people will yell at you. If you bump it, people will yell at you. So, Geno is saying that the rules should say that you're allowed to bump a topic if you have a contribution to it instead of making a new topic.

No one's going to yell at you for bumping a topic that big

Anyway this sounds like another one of those things that try to bring back dead topics, and if a topic is dead it probably shouldn't be posted to anyway. It's really up to a mods discretion too, since there can easily be exceptions.
