I have. Played it for a few hours, really good so far. Much better structured than the previous 2 games, I would say it's worth the 20 bucks but if you're not sure then hold off until it goes on sale.

If you want to, sure. There are references to them that I didn't understand because I never beat them, but I'd say pass if you don't already own them since I'm not too fond of their overall design and structure compared to this one. Do what you want really.

Beating 2 is the only real requirement, since 3 picks up right after that one.

Well, I just beat the game 100%. Kinda on the short side, only took me seven hours, but that's somewhat to be expected from an eShop title.
It's good. 9/10.
