Expansions are dead at the moment and Cleod announced 4 months ago that there are still official plans for a version 0.9b.
So yea... The guy who took down the SSF2 expansion forums probably had more of a good intention as to why it's closed. Probably should have waited till they're actually done with the game in a whole and trust me... It's going to take a very long time to get there.

Long story short; two people max were working on expansions, and every active topic was "Why is this forum not dead yet?"
