You have a source for the Brawl one?
And for a character like this, I'm fairly certain. She's barely a clone character, even Sakurai compares her to alt costumes. All they need is, what, a new model, some minor property changes, the new audio and a set of trophies? If all the clones are like Lucina then they'll require very little programming, likely no extra animation and very little balancing, since balance changes to Marth will be applied equally to Lucina
If they're all glorified alts like Lucy is then yeah, modeling, programming and animating an assist from scratch seems like it would take more timem

I don't feel like getting a source but you can look yourself if you want.
And no, on top of the model (which is significantly more detailed than an assist trophy), tweaks to every single attack not only in property but in animation, all of the sound work for the character, the new animations that still come with clones like win animations, taunts and whatnot, even designing trophies or whatever I would think it's a much larger workload still. Assist trophies usually come out and do one action.
I can understand why it might seem like less work but I don't think so.

Maybe they're similar in that they're both clones of Marth, but that doesn't mean they're going to play the same at all. Especially given lucina's power is balanced whereas Roy's was at the base.

Her strengh is balanced through the blade while Marth strengh is concentrated at the tip of the blade. ninja'd
My thoughts: Her attacks will be stronger, racking up damage faster but will not get Marth's finisher tip of the blade. Lucina is a normal swordfighter.

based on the trailer she definitely doesn't seem faster than Marth... I think she might come with the melee Neutral B though considering the removal of the tipper, since she's more of a slasher than a fencer It'd make sense. But based on what I've seen in the trailer, UpB and her elegant spotdodge are the only things that look any different.
