Since there will be no more Anime characters, i suggest that we start putting in
Indie Characters. One obvious choice would be the protagonist of one of the most popular indie games of this year. Yes, i'm talking about Celeste's Madeline (hope i got the name right) her playstyle could be airborne or even offstage based. Other candidates for this spot would be other strongly sucessful indie games like Shovel Knight or Hollow knight. Undertale is also a strong candidate, from that game the most viable character to choose would be Papyrus. His moveset could contain a lot of his puzzle’s elements like spikes and the electric orb. The last character could be basically any RPG maker character. My prefered pick for this spot would be OFF’s Batter. But any other would suffice: To the Moon’s Dr.Watts(this one has a lot of potential), Lisa’s Bradd (or Buddy), etc... Also, there could be a character from a fangame (‘cause SSF2 is a fangame itself) for example: Pokemon Uranium, Mother 4, Lisa the Pointless, Storyswap:Color, etc… As the trend seems to be including characters in rows of three, these would be introduced as its own row in a future update. I think they're both as viable. But if you were to give me the choice between the two of them, i would chose papyrus, not only because he is my favourite character of the game, but he is also a trained to-be-guard and would be more able to fight in combat. Also there would be a lot of ambiguity with frisk's overall moveset due to the nature of the player and route it represents. However, overall i think we can agree on something.
