I remember in Primary School we had a "school parliament"
the idea was we had these big meetings and random students would come up with ideas and then the students that had been elected would say yes or no to them but it never made any difference because the teacher's just didn't do anything

Homework passes? The freshmen at my school get those, but I really think we should stop giving those out - one kid who had one had no idea how to do the homework he wasted his pass on.
