Give lucario the ability to Kaio-Ken just like Goku, now he can quickly get to 999% and instakill everyone until they're out of stocks

Do the same for Waluigi's Dice. In order to do that, the devs needed to give Wah's dice the chance to roll a "9" specifically so Dice 6 will always follow up to a "9". |
