Not sure what you're getting at, going by "lol Elementz tier list", she's Tier 1, which most Aniva players already know, and she's getting a buff next patch.

aoe stun, aoe slow and hueg damage, why would they buff her?

Beats me, they're nerfing some of the AoE ults's duration and such. They also nerfed Galio since he got to tier 1.
