Somewhat communist sounding name aside, I've began to feel that there is often bigotry when it comes to music.
To elaborate, someone will just mention that something is s***. The context is not that the person thinks it is terrible but closer akin to a phrase stating that it is terrible in general, stating false facts instead of an opinion.

For example, earlier today, this was posted in the Meaningful Rap topic:

There are no acceptable reasons from the poster explaining why it "sucks." It was not stated as an opinion, but it was a straight attempt at putting down a musical style through false fact.

Each person may contribute their own beliefs, but it is a privilege, not a right.
If they are not open minded, then they should not be allowed the privilege to discuss the board.

The actual truth is that no musical style is better than another. Radio Pop is good if you enjoy it, if you enjoy Punk, that's great, but you cannot put down another style because you yourself do not like it. There should be equal appreciation from all sides. If you do not like a musical style, then you can explain, "I do not like country, and here are my reasons why... but I still respect your opinions and musical tastes"
If the reasons are valid, then there should be no issues from any other party, and everyone can continue on.
Debate may be allowed as long as both sides contribute solid evidence in their arguments.

The proposal is simple:
Everyone has the privilege to discuss what they enjoy and find new musical experiences they may embrace, but it is a privilege, which means if it is broken, there should be repercussions to some extent.
In addition, there should be stronger moderation when it comes to this, and moderators should seek out topics posted in to examine whether the rule is being followed or not. The number of warnings are given depending on the severity of the situation and how far the offender has derailed the thread with bigotry.

I concur! The members of this fair fora have demonstrated their ability to hold serious discussion- far too often, though, do the less savory users soil otherwise polite conversation with their arrogant disposition. It's not mentioned specifically, but this -is- in the rules- it is simply not enforced due to the lack of active moderators in the Music section, likely because the Globals have their hands busied already. That being said, reporting posts that display aforementioned arrogance will garner the result you're looking for~ After all, none of the staff is omniscient- if they don't browse the section either by order or whim, they'll never see the offending material in the first place.

Actually, it specifically notes nothing like this in the rules.
The closest is no hate speech, but that is geared towards users.

This should be applied to other sections as well, such as the art section, or the Spriter's Corner, where plenty of comments happen to be the same you're complaining about now. I think the word we're all looking for here is 'constructive'. Posts such as 'it sucks' should be widely looked down upon, as it does no help for anyone, and only puts down the artist or spriter.

Tl;Dr make it a rule where if you want to express your opinion of hate then you must give reasoning...?

Which is why I said it doesn't say it specifically, silly! I would consider blatant arrogance to be a passive-aggressive attack on those who do not share the same ideal-thus, hate speech--, but that's just my opinion! I'm fairly confident that such a post would fall under the same category as flamebaiting and its' ilk were it to be reported, but I don't know it for a fact~

It's to cut down on bigotry and create more constructive opinions as well as somewhat force the people to actually listen to what the music is to understand and appreciate the creative differences.

I like what your getting at but it should apply to all topics of players creations, including Upcoming Games, Spriters Corner, Anything SSF2 and of course the Art Section.

Which is ironic since I don't patrol much of the music threads because of stuff like that. That post specifically would fall under "if you got nothing nice to say about a topic, then don't say it" rule since he's hating on rap and the topic is about rap. However, a situation where one can make such statements of any musical genre while not breaking the aforementioned rule is technically not breaking any rules, yet.

You should be checking boards with those kind of posts and warn every post that does so, merely because it breaks the rule.

Nothing in the rules says you can't be an ignorant f***** but eh, I'll be sure to make a stop at Music threads when I'm doing my rounds.

Thses kinds of post don't contribute to the topic, some rather mislead it, or say the opposite. These posts are then irrevelant.
