I think it would improve a lot if more was done. Blue's topic was a good start but nothing followed up and she didn't even finish marking them all.
The 'Why your RP failed: tips and tricks' thread needs lengthening and the '101 tips for new RPers' thread needs to be restarted IMO.
The RP going on there has died
The Combat Instruction thread needed to be bumped. I hadn't realised the opening paragraph had changed

The changes haven't made a difference. The section's still as dead as ever except now there are more morons
