That announcement Cleod made a while ago doesn't seem to be enforced at all. Why bother announcing it if its not enforced? I woulda thought Hakker would've been enforcing a rule liek that to the best of his ability. So I'm deducing that for some reason Cleod isn't allowing it to be enforced?
