wait really? they're approx the same hitbox, right? both require you to be pretty much on top of the enemy

Luigi's sweetspotted Uspecial is directional since it cannot hit behind him, Jigglypuff's is centered on its body, so it can hit from behind. I would say though that the hitbox is probably around the same size, and stays out for about the same amount of time.

Yeah theres that too. Yeah Generally whiffed Fire Jump Punches are less punishable then a whiffed rest.

well its not like there a chargable smash attacks in the game or anything... in my opinion a good player can punish a whiffed luigi up-b just a well as a whiffed jiggly rest

Luigi's up b is better in brawl, jigglypuffs rest is better in Melee.
Let's move on because this discussion is making less and less sense.

Let me just say one more thing on the matter, Luigi's Up-B is technically less punishable than Rest, because Luigi can move after the hitbox ends (falling & DI), whereas, Jigglypuff cannot move at all until the animation ends (unless used in midair).

Oh he was talking about smash attacks. My mistake.
Anywho, I remember one attack that was strangely overpowered in the original SSB, which were Mario and Luigi's ground up-A.
