I've come from Discord to let everyone know that the case is closed, and the costume is based on Clarence Lardbottom from the Flash game Clarence's Big Chance.
The costume is extremely accurate to the real deal, the colors are exactly the same and Wario's even got the same yellow teeth. I guess by "related to Wario" they meant that he's a fat and grotesque platformer man. I'd actually highly recommend the game, since I think it's a lot of fun.
