He's a clone with a few changes. He has his neutral special from Brawl Minus and is mainly redesigned to be much more of a glass cannon.
The devs have said in the past that, even though clones for a 2D fighter aren't as easy as they would be for a 3D fighter, they still save a lot of effort.

Also, his up special appears to do damage and deals more knockback than Pika's. Also, his lightning bolt from Thunder meteor smashes, apparently.

Next update, add Pichu and an All Star mode similar to Smash Flash 1 but each character has their own stage you must fight them on. The following characters and stages are:
