Tbh I would get DotNW first. If you go from ToS to ToS2, you will hate ToS2 because you compare it to ToS.

Sadly I can't find a copy my local Gamestop doesn't sell GC games anymore.

Eh, that's just my opinion. You may not enjoy it as much as possible though as you have played other Tales games before. I started with it and had nothing to compare it to, so I loved it.

Pretty much this. I still love it though as it introduced me to the series and stuff. Probably woulda been better with an original cast though.

I didn't mind Lloyd's new VA, it made him sound older, IMO Scott's voice wouldn't match with Lloyd in the 2nd. Shut up already. No serious that line drove me mad.
