Make the setion's easier to go through, like put locked topic's toward the back of the section and unlocked ones closer to the front. That way it would be easier for user's to browse through topic's.

That seems unnecessary, as the locked topics will plummet towards the later pages as the unlocked topics are posted in more.

Not necessarily, if there are enough topics the unlocked ones could be forgotten. But, I don't know if that could be coded or not.

If unlocked topics are forgotten they were probably meant to be that way. I don't see a need to force them, since locked topics that you may have wanted to read upon being lost could get missed.
