GIMP 2, best way to go for me.

Anyway, when you make a spoiler with "characters", you should have a character there. When you make a stage, it should be bigger than most characters, y'know that right? When you make sprites, you should use the pencil tool and do it pixel by pixel. It looks like you're drawing these on your screen with crayon.
