Do you just trace Stick figures out out of the body parts and remove the actual sprite around them? I thought there's be more to it then that...

...Ok, i'm sorry, you lost me... Looking at that sheet, i'm guessing you want some way to take attacks from other characters and use them with a Sonic-style sprite? Or do you want to make the moves entirely from scratch?

That would mean editing. You take the attack from the sheet, and edit it until it looks enough like your character. I'm only any good at customs, with everything done by scratch... I haven't done an edit in awhile. I can't really help you there. You could ask Squirtle, he's a good editor...
