Username* Password* Confirm Password* Email* M/F Are you a bot* etc.
You could add check boxes, (default is not checked) that HAVE TO BE FILLED IN TO CONTINUE asking stuff like:
Will you not smiley spam?* Will you not double post?* Will you not create duplicate or unnecessary topics?* Will you not argue with mods, or undermine what they say?*
stuff like that, not having it all in one checkbox question, but lots of them. So instead of reading the first, and going yeah whateva *tick* *submit*, they have to go through them all, or at least spend the time checking them all, therefor hopefully reading at least 2 of them. | | | | |
Although this isn't a bad idea do you really think that people will follow what they read?

True. Anyone could get through that. Name? Use a fake one. M/F? Who knows? Will you not do this? Sure... Will you not do that? Of course! I agree it's a good concept, but that particular idea might not succeed.

I don't think I could cover enough of the rules doing it that without making the registration page a pain to fill out

Yeah, well the registration only effects new comers. Their ignorance of rules affects everyone.

Semi-forcing the newcommers with rules in the e-mail is all Cleod can do. It's not like he can hire a serial killer to go to the newcommer's house and intimidate them to follow the rules and not be a noob.

Yes, but there are many steps to registering on a forum, having reminders in all of those steps will probably help.

Maybe you could have questions in the registration saying something like, "Finish this exert from rule #4: DO NOT _______!" "What does rule ten tell us to do? ___________" And make it so that you have to finish it to register.
And have a lot, possibly even all the rules or at least a general area of them.

Bottom line of this is simple. It won't work. You can say what you want, make people jump through countless hoops, it won't work. Send a PM? They'll just delete it. Hide the link in the rules? They'll skim over them to find it. The only results that you're going to get is a more complex signing on method and lots of people pissed off due to the hoops they have to go through. If someone wants to read the rules, they're just going to click the rules link. If they don't want to, they'll do everything to avoid it. Human beings are stubborn like that. Protip, when you're suggesting that people don't know the rules enough, don't go offtopic in the same darn topic. Kinda ruins your whole argument.
