That is a very useful development. Still, $6 in bulk and $15 retail are a big difference.

It may be very convenient for development countries indeed, especially if the retail price would decrease. Having to save money for maybe even a few months or a year to buy a lightbulb seems not very compassionate (I know capitalism isn't compassionate, that's why I don't like it).
