Almost every character in Ultimate (except a few like Captain Falcon and Bayo) has received major changes, and not just minor changes we could expect from updates or enhanced ports.
If you like, I can go over it character by character sometime.

And the engine changes are much more significant than just adding dual items and triple mini-turbos in MK8 DX.

- Directional air-dodging
- Dodge staling
- Reworked perfect shields
- Cancelling dashing into attacks
- Universal 3-frame jumpsquat as well as aerial attack landing lag reduced across the board
- Added grab clanking

Changes like these will make Ultimate a fundamentally different game from 4.
(And that's ignoring the character changes and new content and all the small details you wouldn't see on a port like the new logo, new theme music, new main menu, and tons of purely aesthetic character changes)

Smash 4 is actually smash 3.5.

It's just Brawl, but with the graphics upgraded to1080p 60fps, the ledge mechanics changed, tripping removed, jablocking nerfed, chaingrabbing removed, new characters, stages, and modes, some characters, stages and modes removed, and existing characters getting some changes too.

It's just Smash 64, but with graphics enhanced, Z-cancelling removed, side specials added, ledge mechanics changed, dodging and perfect shielding reworked, a few changes to veterans' movesets, and a lot of new characters, items, stages, and modes.
