I'm not looking for any thoughts on movesets, I have their attacks figured out myself, I just could use a hand, if anyone wants to spare one, on continuing to put them together.

My Sasuke's where never really meant for games, the idea was to make them with all their abilities in the Manga. I had to downsize SNAKE's incredable power to make him acceptable, and even then the Kirin remains a beast.

Again, they weren't meant for games, that's why they're so strong

Yeah. But Snake sasuke is in the game and he is over powered by far.
