I think One Piece’s audience is just as big overseas as Goku. Most people request him cause of the meme, not cause they want him. And I think that if Sakurai decided to pick he’d go for the more popular option, which in Japan is One Piece and again he has a sizable audience in US/Europe. Plus idk to me Luffy seems like the more Sakurai-ish pick.
