Ability to delete locked topics. EDIT: And other topics.

You know how sometimes spam topics get locked? It seems like a waste of space to just leave them there. There should be an option for the authors and mods and admin of course[/size] to delete topics that they deem are completely useless. Cleod's gonna deny this idea though

Global moderators and administrators have that capability.
