Oh. I didn't about the person from Legends. I never played any of them (Honestly I never heard of 'em until recently. Guess they came out before I started keeping up with that stuff.) If they keep it balanced, then original Megaman has the highest chance... Well, yes. I do agree with you on that aspect.
Megaman and Roll have been in the previous 2 games, so they should have a greater chance than not to be in.
Protoman on the other hand has just been on the wish list for a very long time, and still nothing.
As much as I would like Protoman to be in the game, there are much higher priorities.
