Polar bears are in the Arctic, Antarctica has penguins

Also it's funny you should mention Tekken, since Tekken 1 and 5 actually have stages set in Antarctica

Street Fighter x Tekken has 2 stages set in antartica too, Pandora's Box and the one where the mammoth chases you.

That was because of plot though. I know that sounds stupid but I don't recall Antarctic locations being used for any other game, save Tekken.

Once again, you're thinking of the Arctic, not Antarctica

The only people who live on Antarctica are in research bases

Please learn the difference between the two lmao

C. Viper is more of an elite agent tho. Iirc Street Fighter EX actually had a battling scientist who went around on rocket skates with a robot arm but I forgot her name.

I don't really think a character that uses outrageous gadgets to fight would fit in Street Fighter though, given the series' focus on martial arts. C. Viper still worked because her gadgets enchanced her fighting rather than substituting it if that makes sense.
