Well considering that Gardevior is Gen III and Gallade is Gen IV, I would have to assume that Gallade was only made because Game Freak realized that everyone would automatically assume Gardevoir was female from its appearance.

I can count the number of Pokemon that wear anything similar to clothes on two hands. A Pokemon, like any real life animal, is allowed to have varied sexual organs without them being blatantly sexualized. Hell, we're not even sure if Pokemon have sexual organs, since we still don't know how eggs get there.
