Game won't respond to clicks in the rules menu

Game won't respond to clicks in the rules menu Whenever I have been playing SSF2 for a while and I go to switch the rules up a bit and head to item switch, the Smash Ball's on and off switch when I hover over it just makes multiple clicking sounds that happen when you hover over something. I tried clicking on the switch, but nothing happened and the clicking sound keeps happening. It never fixes itself until I go back to the title screen and then go back into the item switch menu. _________________ Reach for the stars... tonight!!!
