Must stay: Shoulder Bash. I love me some Wario Land stuff and it has good kill potential as well as recovery.
Must go: Dsmash. Either that or make the horizontal hitbox even bigger cuz I still can't hit anything with it to any good effect.

I'm going to do my personal general thinking about all current moves in the game.
I decided to separate things as must go, could go and must stay

Down Smash is the worst smash in the game, must go
Side Special is the second worst move of the game, must go
Down Special is the worst move of the game, just broken must go
Forward and Back Throws Knockback should be nerfed, other moves can be buffed instead, must go
Neutral Special is redundant and it's not his "pistol" attack, he has enough grab game without it, must go
Up Special was a bad change to the character, I know the devs wanted to show how much they know about tails making his robots, but his game plan now is to spam missiles and robots, it's boring and easy to win. His old Up Special should return, he should get 3 jumps again and instead float with ONLY his first jump, must go

Side Smash could be reworked to be similar to ssb4/u, could go
Back air's range should be decreased, this move is just a highly spammable kill move, could go
Down Special is just not good in ssf2, if you try to do it offstage you are probably dead because of the game ledges, could go
Side Special could be a projectile, since there are so many requests for it to be reworked, but I'm personally fine with that, could go
Side Special problems come from the official games, so it's only a could go
Up Special is something we all know devs don't want to change, so it's only a could go

Must stay: Everything that isn't in must go. Really, it makes you feel bad if you don't include every good move in this category

Must go: Up-smash and d-smash and his down + back variant of side-b. Side-b is a good move by itself but this combination has killed me many times by carrying me to the blast zone. It doesn't seem to be any different in terms of damage and knockback. Maybe if this could be turned into his ex tatsumaki senpukyakku (hurricane kick), would be cool. D-smash doesn't even hit both sides but has a good horizontal knockback. Just make it hit both sides and we good.

Up-smash doesn't cover much range.

Waluigi

Must go: The down tilt. It just stops your momentum and makes you a sitting duck if you ever use it and it's prone to chaining into itself repeatedly. It's also pretty darn hard to hit anyone with it unless they're down or ledgegrabbing. It's practically a joke move for disrespectfully meteor smashing ledgegrabbers. Personally, I think a quick sweep kick like Mario or crouching kick like Luigi would be more practical.

Must stay: The Dice! I love the Mario Party representation, the spammability and the usefulness overall. It's an essentiall part of Waluigi's moveset IMO.

Must Stay: Kaio-ken. It's a fun concept (even if it's not given as much attention by devs as it should), and it's useful for beating up Final Forms, so yay.

Must Go: Ki Blasts. Literally why. It honestly could be a normal. Right now it wastes a slot, and changes always make it either busted (spam becomes viable) or super weak (weak projectiles that can be easily punished).
