I have the idea to create a fangame of ssb, can I publish in the forum about videogames or I have to do it in another? It is to get help and alliances to develop the game and also to notify the progress of the same.

Unless you have something to actually show people, you don't publish anything. First you make something until it's at a stage you can present it, then you post it here.
Also SSB fangames are a dime a damn dozen around here, so already I'm not too impressed. _________________
