Well Quote & Shulk do have some good chances in making it in, but I am not so sure about Shovel Knight. We will have to wait and see what the amazing devs do for us!!

I doubt Dark Pit will make it into the game due to all his hate in Sm4sh. But if Pit makes it in (which he most likely will), there is a chance they will include a black palette swap.

S Tier - I'm fairly certain these characters will get in eventually:
Luigi - Part of the original 12
Ganondorf - Main character of the Zelda series, really, how could you leave him out
Pac-Man - Leak looks pretty real

A Tier - Pretty likely, but I'm not so certain:
Diddy Kong - He's the second member of the DK crew
Pit - Pretty popular series
King Dedede - Main villain of the Kirby series
Snake - Very popular
Veteran Pokemon - Whether it be Mewtwo, Lucario, Charizard, or Greninja. Could be more than 1.

A- Tier - Kinda likely:
Falco - Likely, but his semi-cloniness kinda lowers his chances
Ice Climbers - Would be top tier if it was easy to program them
R.O.B. - Pretty popular Brawl rep, but I wouldn't be surprised either way
Little Mac - Was one of the most highly requested characters for Smash.
Lucas - Same as Falco
Veteran Fire Emblem character - Could be Ike and/or Robin, Roy and Lucina D-Tier

B Tier - I wouldn't hold my breath:
Rosalina and Luma - Not too likely, but ever since Comet Observatory was cut, you never know
Palutena - If Pit gets in, Palutena could be semi-likely
Shulk - Was highly requested, very popular
Olimar - Not very popular, but pretty important
Wolf - It could go either way
Bowser Jr. - Maybe

C Tier - Very unlikely:
Villager - Wasn't that highly requested but is popular in Smash 4
Wii Fit Trainer - Wasn't highly requested at all but, again, is popular in Smash 4

Maybe instead of protoman appearing as an assist trophy, there could be a special flute item that once you use, it will play protomans theme and protoman will appear.

I'm hoping for the Ice Climbers, personally, because I like them.

Their balance issues can easily be fixed by making Nana unable to grab.

Kinda risky, but I'm going for a tier list for possible newcomers. No S-Tier because no one's super-duper likely. The characters in this tier list are all based on the most highly requested characters for the game, and in Smash in general.

A Tier - Pretty safe:

New Mega Man rep - Zero and/or Bass. I find Zero more likely.

A- Tier - Kinda safe:
New Mario rep - Daisy, Waluigi, Geno and Paper Mario are the ones I find likely.
New Zelda rep - Ghirahim and/or Skull Kid. I find Skull Kid more likely.
New Pokemon rep - Could be anyone, honestly.

No offense, but most of the Sm4sh newcomers on that list were in games that came shortly before the SSF2 roster was finalized like Shulk and Paluntena (I know she was in the original KI game but she wasn't made popular until Uprising). Also, it was also finalized when Pac-man was still an assist trophy so i doubt he will make it in but this is just my thoughts.
