nope, scene by scene
they also get new animation companies and get rid of older ones which is why you think it's arc by arc
only hardxcore nurutu fans can tell which company is animating a scene

I think I first took a stab that it might be obito when they first showed those wrinkles on the side of his face ( I forget when)
Then when his right side "melted" during his fight with minato.
But when the real madara showed up, that sealed the deal for me because I can't think of any other contenders
Oh yeah, and not to mention he only had one eye hole in his previous mask.
Before all that, I was at a lost of who it could be.
