My point was that if luffy can get in because of "popularity", any anime character can. Anime is not needed in the game, be glad we have the 3 we have already.

I'm also thinking Andy (Advance Wars) might have a shot at a game like this. and I was thinking maybe Prince Sable (For the Frog The Bell Tolls) and Lip (Panel de Pon) Also, Ray MK III (Custom Robo Arena) and Lark (Pilot Wings)

The devs cited Cloud's brief appearance in KH: Chain of Memories (GBA) as grounds that he's still eligible. This was before his more significant appearance in Theatrhythm.

Even a tiny appearance on a Nintendo console enables a character. The appearance just has to exist. This isn't even counting Miyamoto's teasing of a possible Wii U/3DS Minecraft port.

I really agree with having Lip from Panel de Pon. We really, I mean really need more female characters in SSF2 + Lip can have some cool moveset (I've played original Panel de Pon in my life and I think it can be pretty good game to be represented, just like Chibi Robo was).

Sailor Moon character would be...ok/meh. Don't get me wrong, I really hope that in v.1.0. there will be fourth unlockable anime character (which will be a woman). But can we got someone less popular, boring, standard itp. and get someone much more creative, unknown, different and with a potential? WOULDN'T THAT BE MORE COOL?! I don't watched a lot of anime in my life, but I have some ideas. Maka Albarn with Soul as a weapon with different and dynamic playstyle feeling like you are a Grim Reaper (Soul Easter)? Revy (Black Lagoon)? Anyone from Utawerumono? Rozen Maiden? Edward Elric (Fullmetal Alchemist - maybe he is a bit more popular)? Lain from Serial Experimental Lain (ok she is VERY unlikely)...

I wouldn't count on another anime character at all. Goku, Naruto, and Ichigo were already programmed before the retool. Adding Maka/Revy/Rosen/Edward/Lain/etc would take away the saving grace of "they're just here out of grandfather clause, we're trying to move away from anime".

Only Luffy has a tiny chance due to having a relationship to those three, but even he's a huge stretch (no pun intended) that wouldn't make the Super Smash Bros. fanbase happy at all.

I wouldn't say that Luffy is the only one with the chance (even if he has some of them), but I can see your point. I just think that "SSF2 fourth party characters development" is huge mystery right now, even if everything points that Ichigo, Goku and Naruto are the only one who made it, I still think there can be something that still can turn the development of this project upside-down in the future what will be also an anime related.
