But then the poster in question could argue that they thought it was a valid bump. They should have a chance to ask if it's okay, so that they can at least know wheather they are doing the wrong thing or not.

With the current plan, you won't be warned if there is an understandable reason for the bump, so arguing won't be necessary.

Well if there was a bump discussion topic, you could say this:
"If you wish to post in a topic that has been inactive for 14+ days, then you must first request a bump in the bump discussion topic"

I suppose we could just make a list of Bumping guidelines?
Like, for example, one rule could be "Make sure, when you revive a dead topic, what you're saying is not along the lines of spam."

I REALLY think people shouldn't BAAWWWW on bumps. I suggest a warning for people that fit Beltha's description earlier. No user should have the right to determine whether a bump is good or not. I say what is even "wrong" with bumping? Now, if it is meaningless (like in Nini's case) then yeah, it is the bumper's fault. But if it is (for Example) in the PC gaming section; I am pretty sure Sayo made 3 topics to discuss one game because nobody would listen to him (fatal fake or something, don't know it) and he couldn't bump the older topics because the users here are full of s*** who just want a reason to flame. I say bumps should be allowed except in Nini's section.

I had a previous conversation with Hakker regarding warnings. He can't take them away TBH. But then again, I bet you didn't know that.

I think I should just add a word of caution, how does this sound:

11.) Refrain from bumping topics older than 14 days; If it's a topic that you think can make a worthwhile contribution to you may post, however take into consideration that it is up to a moderators discretion whether or not you will be warned for it

I still think people who BAAWW deserve as much punishment as some faulty bumpers. I mean, regardless: it is spam, trolling, and flaming.
