I don't think this will get the go-ahead. It seems to far-fetched, and Saturn is a long way away.

No, because Titan is a moon containing liquids on the surface.
I wonder why they would not go for the ice moons Europa or Ganymede which have water beneath the surface, but maybe Jupiter is at an unfavourable point in its orbit.

That is the likely answer, but it is less controversial for live to exist on Europa and Ganymede than on Titan. Titanic life would then be based on methane, which is controversial (though extraterrestrial life at all is sort of a controversial topic altogether, so what is another little controversy? :P).
