The picture explains a lot of the details I want to say regarding this dumb lil' thought, but I'll still go over if you're too stubborn to open it.
Chibi-Robo is already a fun character to begin with, but I think there can be more added to him that doesn't revolve swinging his fat plug around and pulling out household appliances for attacks (a niche that's already taken by 2 characters, G&W and Villager). If he had an ability that allowed him to amplify his plug or electrical-based attacks via charging for watts (in his own games), trying to maintain energy and maybe risk overcharging for a really strong attack, but also leaving himself open afterwards, his moveset would really bloom and would convey to the audience to the type of character he is.
The passive utilizes Chibi-Robo's plug, whilst using the stage as a universal electrical socket (so this means you have to be on the ground, to those who can't read). There would be a "meter" which determines the effectiveness of Chibi-Robo's plug/electric attacks, like:
0%: Losing electrical properties to your plug attack and the damage output/knockback is significantly weaker, but frame data for plug attacks become faster and Chibi-Robo moves a lil' quicker. 1%-49%: Regular Chibi-Robo moveset, everything that you know and love about this character. 50%-99%: Chibi-Robo's plug/electric attacks are amplified, meaning that plug attacks are very strong, and Chibi-Blaster gets Samus' Charge Shot properties. 100%: Akin to Incineroar's Revenge, land one massive hit with your plug, but with the risk of being left open like a sitting duck. Your charge will also revert to 0 after landing a plug/electrical based hit. Chibi-Robo is slightly slower mobility-wise.
So how is this activated, you might ask? I really don't know. Having it as a down-b would be nice, but that's basically removing a kit that could become useful in the future. So it'd be like Inkling's ink charge that you can activate during shielding and etc.
So what does the community think? What do the devs think? This obviously wont be added into the game, but I'd really like to hear your thoughts!

As a Chibi main this concept is the great. would make the character more interesting. although rapid Fire chibi blaster would be broken.

While these are some cool innovative ideas, I doubt complex passives like these are feasible to implement in a fangame. But still, the speculation and discussion is interesting enough even if they can't easily be implemented in SSF2. Keep it up!

I absolutely adore this idea, would definitely be pretty fun to toy around with this gimmick with him
(also while on that, I think last of Chibi Robo's taunts should be Telly vision throwing confetti into the air, based on an animation he does in the game. If the confetti falls into the ground, chibi can pick it up and throw it his foes for minimal damage and just to f*** around. Picking up the confetti is also part of the game).
