Yeah, I agree. I thought it would've been so awesome if Pichu's Up-Special had each dash shorter than Quick-Attack, but you could do three of them. It could work too because its already slower with less damage. Just be a interesting extra thing to be different from Pikachu.

Because 1.0.3 isn't out yet and Pichu is still a WIP I sure do hope Devs are looking at the thread and acknowledging what we want
Speaking of wants
Give Pichu more heckin' voice clips
Or atleast more variety on different moves
His Double Jump and both uses of Up B have the exact same "PI" sound effect and it got grating real fast in the Smash Con stream

Heck, you could remove damage altogether as Agility isn't an attacking move, make it faster and longer so it would work as a pure recovery like Pit.

Pichu's self damage makes him really risky so a safe recovery/quick movement option would be nice.

(Also if you get hit, you should only get one jump of agility back. All 3 or even 2 would be too much.)

My idea's kinda complicated, but what if every time he gets hit will reduce the Agility Zips

First use, 3 zips
Get hit and Second use, 2 zips
Get hit again and every hit after this and using an Up B, 1 zip

Also, low damage with decent hitstun on Agility hitboxes would be preferred
