Blanka was indirectly confirmed by the director back before they showed Nicalli.

Agreed and is it weird that Nash returns as a cyborg and guile is based off Stroheim who is a cyborg?

Actually, there was a common theory going around that the last 4 returning characters would be Karin, Yang, Rainbow Mika and Alex because of some stuff Capcom posted on twitter (those 4 characters appeared in the cards of the SFV characters). Now if they declare sf3 not canon and remake it in 6 and add more sf3 characters[Oro and Q would be nice] in 5, then i would warm up to capcom more.

It'd be very underwhelming if they didn't end up bringing back most characters through updates seeing that USF4 has 44 characters anything less than that in the end would be rather strange.
