The fact we've only seen this monstrosity on Castle Wily tends to support it as a stage hazard.

That fact can also support it as a boss, since bosses are always fought on the same stage, with the exception of Galleom, since he's fought twice.

Name a boss other than Giga Bowser or the Hands that was fought on a VS. mode stage.

Duon is fought on the Halberd, but it doesnt matter whether its a versus stage or not, it could still be a boss since its only been shown on that stage.

Correction: not VS. mode Halberd, but SSE Halberd.

Its still the same stage, just without the platform in the middle and no hazards, its the same place though.

"name a single boss that was newly introduced that was on a VS mode stage"
SSB(M) had all of the bosses on a VS mode stage. On top of that, all of the bosses that aren't fought on a VS Mode stage (except arguably Duon) are in Subspace Emissary, which we aren't getting another one of. To be honest, if I had to guess what mode Yellow Devil was in, I'd have to say Classic. Maybe a midboss? I'unno. That's what he always was. He appeared in the first stage in the first Mega Man, and The Power Battles had him as one or two of the midbosses on Wily Fortress.
I feel like talking so I'm going to talk.
Yellow Devil: show
I already mentioned the stage stuff above, so there's that.
In the screenshot, Kirby is behind the Yellow Devil which implies that the Yellow Devil does not have a hitbox for the body. But there's probably a very good reason. Characters that lack range and projectiles would have HUGE trouble. Yellow Devil's only weak spot is the eye, which can appear on varying parts of its main body. Try to imagine using Captain Falcon against it when using a hitbox for its entire body. Would be horribly difficult, no?
Mega Man was shooting at Yellow Devil at the end of his trailer, which would be very misleading to introduce it to look like a boss and end up a stage hazard. Also, I know there's many things that could be altered for just the trailer (like the camera angles), but Mega Man seemed to enter the stage from the side. Characters don't use their entrances against bosses, and this could very easily be a reference to how Mega Man enters his room on the NES game: just simply walking to the side. The camera is also fixed at a certain location, as with the battle with Yellow Devil on the NES.
Mega Man seemed to be the only character there. Now, again, as mentioned, things could be altered for the trailer, similar to the Nintendog stage where everyone is ducking under blocks. But it seems odd and misleading if they were to have it a stage hazard and shown with only one character at a time.

anyway no matter the outcome i know one line i am going to use with mega man
"YEAH, YEAH LEMONS."

I think the Yellow Devil is a Stage Hazard, because we've seen it before, like the legendaries from Spear Pillar.

There's a bit of a difference though: Dialga and Palkia were in the background.
The only thing I can think of that's similar is the Ultimate Chimera, but that seems a lot different.

You forgot Cresselia.

..Which is still in the background. The only of the 3 legendaries to get out of the background is Dialga for one brief attack.

Not really.

Gray Fox was an assist trophy and he was only shown in screenshots on Shadow Moses. There's probably more examples from the old Dojo, but I can't be assed looking through them.

Read: It might be an assist trophy. They're showing it on the Mega Man stage because it's from the Mega Man series. You can't say "it's not an assist trophy because we've only see it on one stage"

given that it has an appearance animation, i'm going to guess that it's probably not an assist trophy. but that's still my own speculation and obv nintendo could prove me wrong

I don't think it's an assist trophy either.

I'm just saying that you can't say it's not one because you've only seen it on one stage.
