pretty sure this heavily depends on the forum in question and what it is you're bumping it for.

Warning for bumps are normally at the mod's discretion. Personally, I determine whether the bump was necessary or unnecessary, as in whether the new post actually adds something new to the thread discussion and furthers the topic.
If it's something like "I like this too" Then I'll probably warn you. If it's something like "Hey, they've updated this so and so recently! It's so cool/It sucks blah blah. What does everyone else think?"
I also take into account the last time it was posted in. If it was buried in the forum from a few months ago, then you'll probably be warned. Unless you're updating your own topic.
Overall, you don't have to always start a brand new topic.

I guess it's pretty much a matter of common sense to whether or not you bump a topic. I'm just assuming that from the examples Kiki gave though.
