Is black mages's clothing suppost to be very baggy? Comparing this one to the ssf2/snes one it looks a lot more baggy that makes it look less battle ready to me.

Ooh, you're right. How do you think I should make it look a little less baggy? Make the clothes move a little more? I'm thinking of changing the lighting on the clothes, but I'm open to suggestions.

Tell me what to fix.

I think the lighting needs to be edited, just like you said, and for the cloth on the arms, it needs to connects to the arms more will less extra fabric

Black mage wears baggy robes, though, so if you want to keep the way it is now, you should.

Okay, I tried to go back in and redo the lighting; just do the whole thing from scratch (Except for the outlines of course), but I found the lighting to be a problem for me. Here's an example sprite:

Something just seems off about it. The clothes don't look right. Can someone help me with this? Maybe provide a separate example of lighting?

The arms on the clothes are way too baggy. I really do like the new shading though!

Alright, here's the redone running animation. By the way, the blue circle up in the top-right corner is the light:

I used "five" colors for the hat. I'm breaking the rules!! But I'm also not!! Because the extra two colors (the brown and dark brown) are also the shoe and hand colors! HA!

Unfortunately, one of two things happened. I stupidly left the pose enlarged and saved it without shrinking it first. As a result, I cannot shrink the sprite down without experiencing some kind of distortion.

I may just have to recreate the sprite then. It sucks, but that's what I've gotta do.

I also don't have an imgflip account, so the watermark stays there.

other than that, what do you guys think? Is it baggy still?
