The game is not much 60 per sec. There are some times when you can tell but it drops only a little but still enough to see it. Like it drops around 50-55 frames at some moment like when you smash everyone at the same time (with everyone at 100+%) and kill them in the same direction (What it does: Hard hit animation + Launching animation + death thing animation).
It doesn't affect gameplay though.

Explain how the game being out already is at all relevant when user feedback can still be received and responded to by means of a patch. Do you think they won't patch the game? Because I think that would be really stupid if they didn't.

i agree mega man is pretty bad like i said before (though again it's REALLY bold to say stuff like that this early on), but he's not overwhelmingly so, just pretty standard for a lowish tier character. some bad characters don't ruin a metagame, every fighting game has some bad characters. melee has a really really sick, STILL developing metagame and it has plenty of characters that are objectively pretty bad compared to the rest.

And the obvious reaction to that is to throw a s*** about patches and how much you hate Japan
