It's a bit of both, actually.

Its a meme if you go with the whole, "He just wants 20 dollars!" joke.

Is there a set time when the show will end? Or they don't know yet. Because its kinda seeming like they are just making it up as they go.

They had a very loose storyline for season one, and only did some shots because they thought they'd look cool. They have said that they actually know where they're going with Season 2 and have done a lot more planning this time around.
No definitive finish date yet.

Jay posted on his twitter recently, just talking about how he needs to clean his recycle bin out more often. It was accompanied by a screenshot of the windows "now deleting" progress bar.
No mention at all of the slee pn.ow thing, or the enttry 37 that got posted. I guess he's okay but... What the f***? He better explain himself.

Did you guys ever find out why the newest entry was called "enntry" instead of Entry?

The recycling bar thing was apparently just Troy (guy who plays Jay) accidentally posting on the wrong Twitter account. Nothing important to the plot.
