The only characters removed with folders or code are the Forbidden Seven;
Dixie Kong, Roy, Dr. Mario, Pra & Mai (Plusle & Minun), Toon Zelda/Tetra, Mewtwo.
Pra & Mai is debated either being Plusle and Minun or the random select, but even then there's no proof Rosalina was even considered.

I just meant that people supposedly said she was supposed to be there, im just using that rumor as a reference to the fact that she could be added in this game instead. Plus she's been appearing in more and more Mario games, i dont see why they wouldn't add her

You won't find any data about Spikeman in SSF2 but that doesn't mean Cleod wasn't going to add him at one stage

Geno, Cloud, Ryu, Rock Lee, and Cooking Mama were supposed to be in too. It's true, I heard it in a rumour.
Also, she has less appearances then WALUIGI. Off course, those are spinoff games so he's pretty much out of the question. Toad has appeared in more and he's been playable in some. Not playable. Bowser Jr also has been in more then one game, and is very popular. Not playable. There are many other characters that fit into the guidelines, so those are special attributes.

SSBB is completed, and has been put in shelves
Unless they are gonna remake it or create DLC they can't really update it to add more characters.
