From Rules:
- Levels do not apply, but be realistic (Ex. you can't have a Charizard at the very start)
- Pokemon can have moves that they don't typically get early, but don't treat it as something overpowered (Ex. Ash's Fire-type Pokemon usual know Flamethrower as soon as he gets them)

So yeah... Absol's still really powerful (Base 130 Atk), so it makes sense for it to be strong in comparison anyway)
