Hey guys, Zapp here with the official BR tier list. This tier list is comprised of votes from 13 different people (including myself) and the averages of those votes.
Here is the tier list: S Tier 1.  2.  3.  4.  5.  6.  A Tier 7.  8.  9.  10.  11.  12.  13.  14.  15.  16.  B Tier 17.  18.  19.  20.  21.  22.  23.  C Tier 24.  25.  26.  27.  28.  29.  Here is some voting data. It includes the averages, the highest and lowest votes, and the mode of votes for each character. VOTING DATA: show Credit goes to Dark Ermac for the calculations. Credit also goes to everyone who voted; so a big thank you to TheCodeSamurai, Dark Ermac, Skailler, 135, Mr.Z, Phoenix Wright, Chaos0, Doqk, JayVoltage, Sorabotics, Operatic, and TSON. I totally can't disagree with this Tier List. I just have one question.

Check out the box under the list. There you can see that Naruto vas voted 6.6 in average, whilst Fox average is 8.2.
