Tobi's really a man named Noatuk from the north pole who uses what appear to be inhuman reflexes and special abilities to maneuver around opponents and avoid direct confrontation. He claimed the world took from him unfairly and fabricated his past, though always believed he was right in judging others and using his powers to equalize every human being on the planet.

Tobi has an old face...Kakashi is relatively young.

I did the math. Obito died at thirteen, and Kakashi was fourteen when the fox attacked. Assuming Kakashi and Obito were the same age, Obito died a year before the attack, and would have been 14 had he lived.
