Annual badass first tier list. This is based on the characters ability to use flashy combos easily.
S  A+      A     (wall of pain) A-   B+    B    B-    F (because f*** C and D)     EDIT: forgot ness and put fox twice EDIT2: Characters not listed means i am not knowlegable of their combo game. I'm confused, you said you would have a teir list every winter and summer, now you have an annual list too? Do you think the characters will change much before beta? Can't you just edit 1 list every now and then?

You're definitely underestimating Wario, Pika and Lloyd and definitely overestimating Sheik.
As much as Sheik's flash factor is underrated, it is definitely not that high. Pika and Lloyd have some really dope combo potential if people were bothered to actually look into it. And I'm not sure why you put Wario so low, his combo potential is insane and you can do some really creative stuff with him. |

To be honest, I think placing Chibi last is a bit unfair. As ZeroSuitUser said, yes he can do flashy combos. Don't you remember our match back then when I was playing as Chibi against your CF on 3DS? I did a flashy combo there.
