I think Sandbag's final smash should be a half counter, half assault type of hybrid. I call this attack "Theta Counter." Here's how it goes:

1. Push the O Key as soon as an attack comes at you. You'll have to do this when the attack comes at you, otherwise it won't activate.

2. If you do the first step correctly Sandbag's eyes will glow red and gold, flashing between the two colors. Sandbag will then show the theta symbol on his back and shoot a yellow laser covered in electricity, stunning the opponent in place.

3. Sandbag will then split into nine copies of himself, with the last one being the real Sandbag and the other eight being fakes. The eight copies of Sandbag will deal the opponent massive damage (https://www.youtube.com/watch?v=T3e6Wy19jbo&t=8s). After the 8th clone of Sandbag sends the opponent upward towards the real Sandbag, Sandbag will grab the opponent with an imaginary hand and perform a fifteen hit super combo and meteor smash the opponent while showing the heaven kanji on it's back.

Well Cleod9 is a boy and so is C L E O D B O T so yeah
Sandbag is actually an "it" due to being an inanimate object and so is Chibi-Robo and technically Megaman too. (though I'm pretty sure Megaman has masculine AI)

anyway, i mayhaps have found a useful method to use sandbag's wavedash.
without jumping, aim diagonal and mash the special button. if you use c-stick smashes it can be pretty effective.
